DOI premium credit
Last year, Kaiser Permanente reached
an agreement with the Colorado Division of
Insurance (DOI) to provide $155 million in
financial relief to our customers. Half of that
amount ($77.5 million) was distributed to
subscribers in 2009. The other half will be
distributed this year. The financial relief will
be in the form of premium credits, enhanced
benefits to new and renewing employers and
individual customers, and financial assistance
to support the health care needs of lower income
members. Individual Medicare members (not group
retirees) will receive all of their relief in
benefits.
The amount of the premium relief
checks will not be known until early May. Your
client’s premium credit payment will be based on
their company’s eligibility as of April 30,
2010, and will be paid directly to the group in
late May or early June 2010. You and your
clients will receive a letter in May, announcing
the amount of the refund per subscriber. If your
clients have questions or need to update their
records, please ask them to call us toll
free at 1-866-989-0272, 9 a.m. to
4 p.m., weekdays, or e-mail us at PremiumCredit-Queries@kp.org.
Health care
reform update
While many key aspects of the
legislation will phase in over the next seven
years, there will be significant insurance
market changes in the next three to six months.
These include the elimination of pre-existing
condition exclusions for children, elimination
of cost sharing on preventive services,
continuation of insurance coverage for dependent
children up to age 26, and establishment of a
high risk pool for adults who have had
difficulty purchasing individual coverage due to
ongoing medical conditions.
Kaiser Permanente is implementing
continuity of enrollment for dependents to age
26 in advance of the effective date of the law.
We are working with our employer group customers
to determine how they intend to implement this
policy in their plans. Our intent is to avoid an
interruption in coverage for those who would be
affected prior to the statutory
deadline.

Controlling
health care costs: Another American
way
The success of Kaiser Permanente, an
integrated American health-care firm, offers
lessons for insurers and hospitals at home and
abroad. KP’s business model integrates
fixed-price health insurance with treatment at
its own hospitals and clinics. This has led to
big efficiency gains, making KP one of the
cheapest health care providers in most of the
regional markets in which it competes. Thanks to
Mr Obama’s reforms, over 30 million Americans
will enter the health-insurance market over the
next few years—and KP’s low prices should make
it a big beneficiary.

Denver launches first large-scale citywide
bicycle sharing program in the United
States
Kaiser Permanente community benefit
grant helps launch groundbreaking Denver B-cycle
program on the 40th Anniversary of Earth Day.
The Denver B-cycle launched today as the
nation’s first large-scale citywide bicycle
sharing program. Designed to help Denver
residents and visitors increase their daily
activity, save money and reduce carbon
emissions, Denver B-cycle offers the first U.S.
public bike sharing system as an alternative to
using cars for short commutes and
errands.

Breaking down the
barriers
When health care providers exchange
electronic medical records, costs go down and
patient care goes up. Three leading health care
providers in Colorado's Front Range region
recently teamed up in an electronic
health-record exchange program that will allow
them to share data on more than a million
Colorado residents, including Jacob. The
three—Children's Hospital in Denver, Kaiser
Permanente Colorado's physician group and
Exempla Healthcare, which operates Saint Joseph
and two other hospitals in Denver—have agreed to
share their records on a secure network that
will allow clinics, doctors' offices and
hospitals to exchange data on common patients
instantly, including lab reports, radiology
images and medical
history.

children

Gazette featured a story about a new $1
million Kaiser Permanente Community Benefit
grant for Southern Colorado. The program aims to
bring more nurses and front line health
professionals to area safety net clinics through
scholarships and loan repayments. The majority
of funds ($750,000) will be available to
students pursuing degrees in nursing and allied
health professions at The University of Colorado
at Colorado Springs, Pikes Peak Community
College, Colorado State University Pueblo, and
Pueblo Community College. An additional $250,000
will be allocated to a loan repayment program
for health care professionals already employed
by area safety net clinics.
